Evidence can be authoritative or supplemental. Authoritative evidence must be tied to an authorized reporter and structured schema. Hash validity verifies bytes; it does not prove truth on its own.

GenLayer resolves Incident facts. Pact-specific evaluation is deterministic and happens afterward.
